Staked holders vote for or against. Each vote weighs what its wallet had staked when voting opened.
More FOR than AGAINST (a supermajority for some changes), and FOR at or above quorum. The action is authorized; nothing has happened yet.
Once voting closes and the token's execution delay passes, anyone can run it, once. Only then does it act, exactly as written.

What a vote can do
Holders vote with staked tokens. Each decision acts through the same switch: it changes nothing until its vote is executed, and then only what the vote says.
Say what the War Chest is saving for: a building, a car, a collectible, anything. It moves no funds, and reaching it unlocks nothing.
Set War Chest capital aside for one on-chain asset. The seller is paid only in the same transaction that delivers the asset into the vault.
Elect who carries out a purchase. Stewards fund the escrow only within the limits holders approved; they cannot move the War Chest on their own.
Send the creator's share of fees to a new address, or record a treasury policy holders follow. A policy moves no funds.
